Rodney considers three questions: does the U.S. have a well-founded claim to West Florida; are the people of West Florida justified in declaring themselves independent; and would the U.S. be justified in defending West Florida or in adding it to the Union? To answer the first affirmatively he traces the history of the territory from the Spanish explorations to the Louisiana purchase. To answer the second he discusses Vattel's Law of Nations, and finally concludes that since the Spanish empire no longer exists the U.S. can render whatever aid is solicited by any former Spanish colony.
